Welcome to the College Development Council (CDC)
The College Development Council (CDC) of Pondicherry University serves as a vital institutional mechanism for promoting excellence, ensuring quality, and strengthening the academic and administrative ecosystem of affiliated colleges.
As a bridge between the University and its affiliated institutions, the CDC plays a pivotal role in fostering academic standards, facilitating regulatory compliance, and guiding institutions towards innovation, autonomy, and accreditation in line with the vision of the National Education Policy (NEP) 2020.
Under a framework of transparency, accountability, and continuous improvement, the CDC is committed to supporting affiliated colleges in achieving holistic development—academic, infrastructural, and governance-related—thereby contributing to the larger mission of building a vibrant and globally competitive higher education system.
Roles and Functions of the College Development Council
- Affiliation and Academic Governance
- Process applications for grant of affiliation (Provisional / Permanent / Extension).
- Coordinate inspection and expert committee visits for affiliated colleges.
- Ensure compliance with UGC, AICTE, NCTE, COA, and other statutory bodies.
- Recommend affiliation decisions to the University authorities.
- Quality Assurance and Accreditation Support
- Guide colleges in achieving NAAC accreditation and quality benchmarks.
- Promote Outcome-Based Education (OBE) and NEP-aligned curriculum reforms.
- Facilitate adoption of best academic and administrative practices.
- Monitoring and Compliance
- Monitor academic, infrastructural, and faculty requirements in affiliated colleges.
- Ensure adherence to University norms, regulations, and academic standards.
- Maintain a systematic data repository and compliance tracking system.
- Institutional Development and Capacity Building
- Support colleges in academic planning, programme expansion, and innovation.
- Encourage introduction of new programmes aligned with emerging areas.
- Organize workshops, training programmes, and faculty development initiatives.
- Policy Implementation and Reforms
- Facilitate implementation of NEP 2020 reforms, including:
- Academic Bank of Credits (ABC)
- Multidisciplinary education
- Skill-based and flexible learning pathways
- Promote autonomy, accountability, and accreditation-driven governance.
- Liaison and Coordination
- Act as a nodal coordinating body between:
- University Administration
- Affiliated Colleges
- Regulatory Authorities
- Facilitate effective communication and institutional collaboration.
- Strategic Planning and Institutional Strengthening
- Assist in long-term planning for affiliated colleges.
- Promote innovation, research culture, and industry linkage.
- Encourage digital transformation and governance reforms.

The affiliated college system is a cornerstone of our University’s outreach and impact, extending quality higher education across diverse regions and communities.
